¿CÓMO SE ACREDITAN LAS VIOLACIONES A DERECHOS HUMANOS? EL CASO DE LA COMISIÓN DE DERECHOS HUMANOS DEL DISTRITO FEDERAL (CDHDF)

RESUMENCon el propósito de identificar los criterios organizacionales que determinan la acreditación de violaciones de derechos humanos, se estudian ocho casos de quejas por presuntas violaciones investigadas y tramitadas por la Comisión de Derechos Humanos del Distrito Federal. Siguiendo los planteamientos organizacionales de David J. Hickson y otros autores, las hipótesis de este trabajo señalan que la decisión de acreditar una violación a derechos humanos descansa en la politicidad y complejidad de los casos. Los resultados de la investigación conducen a sostener las hipótesis con algunos matices de grado.

ABSTRACTThe aim of this paper is to identify organizational decision-making criteria for recognizing human rights violations. With this intention, eight cases of presumed human rights violations are studied. All within the jurisdiction of the Federal District's Human Rights Violations Commission in Mexico. Based on to the organizational approach of David J. Hickson, and others, the hypothesis is that the decision of recognizing human rights violations arise from the complexity and political content of the cases. The results lead to confirm the hypothesis with some aspects to consider.
