Abstract
Theoretical models, especially computer-based theoretical models, have a potential to assist greatly in fire safety decision-making. However, they also have a potential for harm and may lead to unacceptable decisions being made. A general framework is needed to help to ensure that models are employed in a way which is acceptable to all parties concerned, including the general public. This article sets out a set of requirements for such a framework and is intended to stimulate further discussion in this crucially important area.
