Abstract
When calculating the greenhouse gas impacts of policies in the electricity sector, an analytical challenge arises: how to allocate greenhouse gas emissions impacts between policies that lower consumption through efficiency and those that increase the supply of renewable electricity. This article demonstrates the challenge and proposes a solution to allocate emissions between the two policy types.
