Abstract
The growing importance of decarbonization and integration of renewable forms of electricity has prompted a debate about the relative merits of federal, state and regional solutions in promoting generation and transmission. While all should be encouraged and appreciated, a pragmatic evaluation suggests that the merits of state contributions should not be overlooked.
