Abstract
EPA has proposed a new rule to regulate carbon dioxide from existing power plants meeting a deadline set by the President. The proposed rule recognizes existing regional market-based programs like the Regional Greenhouse Gas Initiative that cost-effectively reduce power sector CO2 emissions. However, there are still a number of questions that the agency will need to address in its final rule.
