Abstract
Energy efficiency and renewable energy projects have successfully been developed nationwide in states that employ portfolio standards to accomplish these goals. However, the political climate in a restructured state may favor a more competitive procurement of these and traditional electric resources. The high-level outline provided here can serve as a starting point for restructured states contemplating adoption of an 'all resource' competitive market procurement process for their electric standard-service-offer (SSO) service.
