Abstract
ISO/RTO development in the future needs to occur not as a result of regulatory mandate, but rather because the entire industry and the investment sector recognize that ISO/RTOs provide the optimal business environment both to develop a robust grid and, equally important, to provide the focus necessary to serve regional markets.
