Abstract
Hawaii's Act 95 contains ambiguity that will likely lead to wide disagreements among parties in regulatory proceedings over various components of the legislation. Other states contemplating RPS should consider including more specificity in their legislation to leave less “wiggle” room for interpretation by regulators.
