Abstract
My 1992 article in this journal showed the value when real options and flexibility are incorporated in utility compliance with the Clean Air Act Amendments of 1990. As we begin the even larger industry transformation mandated by the Clean Power Plan, this value and the strategies that preserve options under uncertainty should be recalled.
