Abstract
This article reviews the challenges to U.S. offshore wind development and models used to procure offshore wind projects, specifically the utility model, state model, and the natural evolution of a regional model. While not new, the regional model does offer a viable means to support very large offshore wind projects while mitigating the costs to ratepayers.
