Abstract
Decoupling mechanisms break the link between utility recovery of fixed costs and kWh sales, supporting energy efficiency progress. In 2012 and 2013, the Los Angeles Department of Water & Power and Glendale Water & Power became the first municipally owned utilities to implement decoupling. This article explains why and how each utility implemented decoupling, and describes the impact since.
