Abstract
Not everyone shares the Federal Energy Regulatory Commission's belief that consumers can best be served by bid-based, security-constrained spot markets operated in conjunction with a market-based locational marginal pricing transmission congestion management system. FERC won't be able to develop a consistent transmission policy that benefits consumers until it enunciates a vision of the industry that can attract industry and political support. One way to do so is by returning to the open-access vision of the industry implicit in the Energy Policy Act (EPAct) of 1992 and Commission Order Nos. 888 and 889.
