Abstract
FERC and other organizations keen on achieving the benefits of competition induced by non-discriminatory open access to transmission service may have placed too great an emphasis on the fully functional Day-2 RTO, without permitting the Day-1 RTO to be truly tested. A more judicious incremental approach to reform may have a higher social payoff.
