Abstract
Brazil has presented for at least a decade an enticing but perhaps frustrating opportunity, both for private investors and for power sector and regulatory reformers. Reforms undertaken in 2004 may prove to be a positive step in a not-always-clear but apparently inexorable process towards opening up Brazil's power sector to competition and private enterprise.
