Abstract
⺠In Finland and England, professionals persist to make use of non-electronic communication while using electronic documents. ⺠Electronic documents are complemented by letters, phone calls, alternative documents and professionals' personal notebooks. ⺠Non-electronic communication is used to criticising other agencies and sharing preliminary and delicate observations. ⺠ICT design needs to acknowledge additional articulation work that enables electronic documents to operate successfully.
