Abstract
⺠This article makes a unique contribution to debates on human rights and universal access in the global fights against HIV. ⺠It critically examines an important yet greatly under-explored data source; UNGASS narrative country progress reports. ⺠A qualitative analysis provides new insights on how countries address stigmatised and criminalised populations vulnerable to HIV. ⺠The article contributes to greater understanding of shortcomings and ways forward in the global commitment to human rights in relation to HIV.
