Abstract
⺠We describe the interplay between rumor spreading and authorities' actions. ⺠We present a dynamical model and deduce it. ⺠Authorities' proactive actions can yield positive social utility. ⺠Minimizing negative social utility of rumor spreading in the control of situation. ⺠We outline strategies for authorities for rumor management in an emergency event.
