Abstract
⺠Risk to ecosystem services enters through hitchhiking species and tourism-based activities. ⺠Price policies, such as taxes, are not likely to reduce the risk of invasion from hitchhiking species. ⺠Policies that reduce risk often reduce welfare. ⺠Welfare effects vary significantly between import- and export-based risk.
