Abstract
⺠We examined capacity issues in achieving regulatory compliance for drinking water. ⺠The focus of the research was on small and rural communities in Atlantic Canada. ⺠We identified operators as being particularly burdened by regulatory compliance. ⺠A dichotomy between regulatory expectations and customer satisfaction exists. ⺠We conclude that vital regulations may negatively impact some communities.
