Abstract
► We examined capacity issues in achieving regulatory compliance for drinking water. ► The focus of the research was on small and rural communities in Atlantic Canada. ► We identified operators as being particularly burdened by regulatory compliance. ► A dichotomy between regulatory expectations and customer satisfaction exists. ► We conclude that vital regulations may negatively impact some communities.
