Abstract
⺠The paper analyzes the evolution and main features of REDDplus under the UNFCCC since 2005. ⺠Different phases of the debate are identified, each with different foci and repercussions on the negotiations. ⺠The initial idea of a simple mechanism has transformed into a complex technical and political reality. ⺠Despite the logjam of the UNFCCC, implementation of REDDplus activities has begun at all policy levels. ⺠Recently, the debate has broadened to include issues central to forest governance.
