Abstract
⺠In fisheries, four institutional arrangements are much discussed and practiced. ⺠The rational choice approach to institutions has been a dominant framework. ⺠Institutional thinking needs to be broadened to account for other essential elements. ⺠Institutional theories, such as those offered by W.R. Scott, should facilitate this broadening. ⺠A more holistic institutional analysis should help address governance challenges.
