Abstract
												⺠We examine the network structure of a marine resource management system. ⺠We compare patterns of knowledge exchange and policy influence through the network. ⺠The network shows dispersed information flow but a high level of top-down policy power. ⺠This discrepancy between knowledge and power may hinder evidence-based decision making. ⺠Better communication between knowledge producers and policy makers may enhance system resilience.
