► We examine the network structure of a marine resource management system. ► We compare patterns of knowledge exchange and policy influence through the network. ► The network shows dispersed information flow but a high level of top-down policy power. ► This discrepancy between knowledge and power may hinder evidence-based decision making. ► Better communication between knowledge producers and policy makers may enhance system resilience.
