Abstract
► We look at social learning in flood management in a Swedish municipality. ► We present a model for spontaneous learning triggered by the operational level. ► However, this process was not able to change the prevailing 'stationary' paradigm. ► Integrated policy frameworks and mandates would enable more adaptive paradigms. ► To better learning, improved national support and coordination is needed.
