⺠Local action on climate change is on the rise in California. ⺠Population, income, and local support are important factors for adoption. ⺠Leveraging potential cost savings and co-benefits of actions can build support. ⺠Partnerships can help overcome size handicaps and gaps in local authority. ⺠State mandates will play an increasing role in setting a floor for local efforts.
