Abstract
► We study whether civil society raises popular legitimacy of global climate policy. ► Individuals favor environmental NGOs, scientific institutions, but not business. ► Changing existing inclusion practices has stronger effects than practices per se. ► Excluding civil society decreases popular legitimacy, inclusion increases it. ► Overall, our results speak in favor of civil society inclusion in global governance.
