Abstract
⺠We study whether civil society raises popular legitimacy of global climate policy. ⺠Individuals favor environmental NGOs, scientific institutions, but not business. ⺠Changing existing inclusion practices has stronger effects than practices per se. ⺠Excluding civil society decreases popular legitimacy, inclusion increases it. ⺠Overall, our results speak in favor of civil society inclusion in global governance.
