Abstract
⺠We test the effect of vulnerability on national climate change mitigation policies. ⺠Predicted climate change impacts do not affect mitigation policies. ⺠Strong adaptive capacity increases political commitment to mitigation. ⺠In particular, strong institutions increase political commitment to mitigation. ⺠Adaptive capacity does not affect carbon dioxide emissions.
