Abstract
► Passive and active data from the Cassini RADAR are examined for their implications on the radar-bright regions of Titan. ► Kirchhoff's law of thermal radiation and the assumption of a generic low-loss scattering subsurface is the basis for a combined emission-backscatter (CEB) model developed for this purpose. ► Some of the regions are too bright to be explained by this model. ► We conclude that organized structure on or in the surface is present that enhances the backscatter.
