Abstract
⺠Targeting ultra-low delta-v NEOs at least doubles the payload delivered from LEO. ⺠Choosing one of these NEOs simplifies the engineering and lowers the cost for a 2025 mission. ⺠Few ultra-low delta-v NEOs are known, and they have poorly known orbits, making them hard to find. ⺠Their long synodic periods require a survey from a Venus-like orbit to find them in time. ⺠They must then be characterized to minimize astronaut hazards and maximize scientific value.
