Abstract
The Dirac analogy between the dynamics of a single mode of the electromagnetic field and a simple harmonic oscillator is used to derive a generalized electromagnetic momentum from the average canonical momentum of harmonic oscillators. A new derivation of the Fresnel relations, based on conservation laws, is presented.
