Global Literacy Professional Development Network (GLPDN) project is a teacher's training program aiming at improving the quality of language teachers performance at elementary level. The purpose of the study is to elaborate the use of mobile technology and online support during the training and mentoring sessions; to explain the unique collaboration in the training and mentoring that combine global expert, local program leadership and hybrid mobile delivery of teacher training content and best practice; and to show the result of 2 year implementation of the program in one selected area. The sources of evidence were collected from the observation conducted before, after the first year and after the second year of the implementation of the program. The data demonstrated the improvement of classroom instructions across multiple instructional classroom criteria.
