Abstract

The Romanian education system has adopted a series of education policies hoping that this would lead to efficiency, and authentic competition and that it would promote the values of a knowledge-based society: communication, cooperation, stimulation, initiative, investment, performance and quality. One of the domains in which reform is expected to lead to significant changes is that of education management. It is a domain which requires a complex optimisation process, both at the strategic level, i.e. the level of the institutions responsible for the organising activities and for providing a new model oriented towards novelty and flexibility in finding and applying an efficient education policy, and at the operational level, i.e. at the level of schools where education is achieved. The elaboration of new education-related laws has led to the institutional and operational reorganisation of structures, forms and practices well-known in the process of forming the human resources working in education. The challenge is as great as the degree of change, the urgent need for training in education requiring that head teachers should be specialised according to the new trends and stipulations related to professional qualification.
