Abstract
The U.S. transportation infrastructure is in serious need of repair, at a time when federal government funding is decreasing due to the poor economy. Congress has indicated that future funds will be dispersed competitively, based on a States’ ability to demonstrate effective and efficient use of funds, and those with projects of national importance. Demonstrating effectiveness and efficiency will be accomplished through performance measurement systems. However, the various agencies and stakeholders don’t agree on the measures to use. This study develops a single framework for transportation performance based on a unification of the various US transportation agency and stakeholder models.
