Abstract

This study aims to address aspects of environmental management planning, in view of the anomalous events that occurred in the region of Vale in St. Catarina. - Brazil. The anomalous events refer to an atmospheric blocking influenced by moisture from the Atlantic Ocean, causing heavy rains causing serious injury by the deductive method we tried to ascertain the reasons for the tragedy, using literature review on the event, the characteristics of the region, atmospheric blocking and the role of El Niño and La Niña, the role of government in managing and monitoring risks and vulnerabilities inherent in extreme events
