Abstract
⺠Develop a new type of DEA model termed the optimal system design (OSD) DEA model. ⺠Exploit the special structure of the model to develop a simple solution method. ⺠The model optimally designs a DMU's system (resource allocation) given the budget. ⺠The model determines a DMU's optimal budget and checks budget congestion. ⺠It is not always beneficial for a DMU to completely consume its given budget.
