Abstract
In this paper, we consider how to allot the government’s limited resources in a reasonable way that will benefit economic development and defense against terrorist organizations simultaneously. The saddle points of deterministic and stochastic differential games were given. The relationship between terrorist attacks and economic development was analyzed. The differences of strategies caused by unexpected events are shown.
