Abstract
In this article, fuzzy simulation, neural network, and particle swarm optimization are integrated to produce a hybrid intelligent algorithm for solving the bilevel programming models with fuzzy variables. The proposed algorithm is used to solve the examples of fuzzy expected value bilevel programming and fuzzy chance-constrained bilevel programming for two-level government's investment in higher education. The examples are provided to illustrate the effectiveness and practicability of the hybrid intelligent algorithm.
