Abstract
⺠Public policies and current management practices are creating hazards that undermine coastal sustainability. ⺠“Moral hazards” are the result of human choice and in this case, they are contrary to known coastal change. ⺠Coordinated and collaborative means of governance can correct most of the problems. ⺠Coastal communities should reorient their policies toward a resilient framework.
