Abstract
⺠EU-Mauritania FPA has improved, but still falls short of a genuine partnership. ⺠EU should separate the issue of access from the issue of aid. ⺠EU should provide more long-term investment for Mauritania's ports and processing sector. ⺠EU should monitor fish stocks more effectively. ⺠EU's governance role should be more transparent and participatory.
