Abstract
⺠Front-end estimates are poor predictors of actual value and viability of projects. ⺠8-step procedure for quality control of decisions developed and tested. ⺠Based on behavioral economics and agency theory. ⺠Applicable to business cases, CBA, EIA, and SIA. ⺠Some of these so bad that forecasters should be fired and/or sued.
