Abstract
Available sources are not good enough to evaluate the targets, as they were defined in the Saint Vincent Declaration. Therefore, two targets could not be evaluated, and the other three could be assessed only by means of approximate indicators. The targets must include in its definition the indicator and the methodology to be evaluated.
