Abstract
It is clear that the quality-of-life of elderly institutional residents has greatly improved. There is however a real need for valid measurement tools to assess the quality of institutional care, both in terms of medical care and social environment. An internal audit is the first step before developing an external assessment using methodology shared with audits of medical care. An external evaluation tool, the EVA, has been developed in coordination with the French Hospital Federation to assess institutional quality of French facilities providing care for dependent elderly residents.
