► We review the management history of muskellunge in Buffalo Harbor and Niagara River. ► Ecosystem changes influenced populations more than reductions in angler harvest. ► Year-class production was much higher in the Niagara River than Buffalo Harbor. ► Ecosystem monitoring and a formal muskellunge management plan are needed.
