Abstract
⺠We examined the policy implementation deficit of the Great Lakes Water Quality Agreement. ⺠We applied published criteria for “perfect” implementation to the Agreement. ⺠We present evidence to illustrate where Agreement implementation has been “imperfect”. ⺠Principal findings relate to social system complexity and limitations of current governance. ⺠Principal conclusion is that more sophisticated governance is required to close policy deficits.
