Abstract
The main purpose of the study is to assess whether emergency plan is capable to deal with sudden water pollution, as well as to make available the results of the study to the relevant public officials for emergency management. This paper proposes the fuzzy comprehensive assessment to evaluate of emergency plan based on its completeness, operability, effectiveness, flexibility, rapidity and rationality, and gives an example of “good emergency plan” at last. The results show that the evaluation method is feasible and emergency planning can be analyzed and compared reasonably and efficiently.
