Abstract
It was wrong to assume that only a 'new regulatory model for the 21st century' could lead to a more efficient electric distribution grid. In the roll-out of REV, the U.S. regulatory model again showed its inherent and inevitable effectiveness: soliciting advice from a broad range of parties that will satisfy public opinion, economic efficiency, and the capital markets in the provision of electricity distribution markets and services.
