Abstract
⺠We examine the extent to which trade retaliation can explain the protectionist response to the recent crisis. ⺠We found no evidence of trade retaliation, but strong evidence that chicken-games are being played by trade policy makers. ⺠This is consistent with models of trade agreements that combine terms-of-trade and credibility motives.
