Abstract
⺠Decentralization in general government spending increases student performance. ⺠Effects of decentralization do not run through the educational spending channel. ⺠A generous welfare state creates disincentives to learn. ⺠We study a cross-country-cross-year comparable panel of student test scores 1980-2000, from TIMSS and PISA.
