Abstract
⺠This paper analyzes contracting decisions in the provision of welfare-to-work (WTW) services. ⺠Our findings suggest that contracting decisions are predominantly driven by cost considerations. ⺠Cost considerations hold both for contracting with other municipalities and with private providers. ⺠Municipalities with low WTW budgets are more likely to contract their services.
