Abstract
⺠An exogenous income model with a government-provided club good. ⺠Compares the first best (FB) and second best (SB) with user charges. ⺠For some quality functions, the FB and SB coincide with identical individuals. ⺠Gives conditions, if incomes differ, for SB club good provision to be excessive.
