Abstract
⺠A stylized fact of European unemployment data is one of extreme persistence. ⺠We test this hypothesis using data for Germany and France. ⺠The unit root hypothesis is resoundingly rejected in the case of both countries. ⺠We attribute the European unemployment experience to a steady rise in the natural rate.
